Most of the planning and efficiency of the House will highly depend on it. It is a very well-balanced list and I support it. Mr. Speaker, Sir, having been in the National Assembly for 10 years, I confirm what Sen. Mungatana said. All the laws related to devolution must either originate here, while some which touch on finance originate from the National Assembly. I have sat in the Mediation Committee many times and some would be successful. However, many laws which had been proposed by the Senate would fail or automatically lapse when the House adjourns after five years and dreams would be lost.
