Secondly, as the bastion of athletics hub in this country, we are saddened by the passing on of one of the icons and legends of athletics; Kelvin Kiptum. We continue to condole with the family for the tragic loss. I happen to know Kelvin Kiptum. You know my track record in the fight for athletics and sportsmen and women in this country. We have had several sessions and the Paris Olympic would have been the best in his life. He had assured us that he would run under two hours, specifically, 1 hour 59 minutes. We are saddened. I hope the family finds solace in God and be assured that the Senate and leaders of this country will continue to stand with them. I hope the Government gives him a State funeral. This is a person who has already flown our flag across the world. None of us has had the opportunity to cause our National Anthem to be sang. I know there will be many Kelvin Kiptums that will rise and continue to inspire. In the legacy of Kelvin Kiptum, we should ensure that our sportsmen and women get value, so that they toil and sweat at practice in fields and stadia every morning to bring glory to this country. I had prepared an Adjournment Motion on celebrating his life. I hope the SBC will get down to business. I am not canvassing that they approve but I know in their wisdom they will approve the Motion so that we can have a better time to eulogise him. Mr. Speaker, Sir, finally, I am aware that the SBC has a role to play. I heard one of the Members who sat in the defunct National Dialogue Committee (NADCO), trying to canvass that we should pass the NADCO Report because it is going to be unconstitutional. Banissa Constituency does not have a Member of Parliament (MP); he died. Some wards do not have an elected Member of County Assembly (MCA). The courts have pronounced themselves on this. There is already a Selection Panel on it. They need to move with speed, reconstitute the Independent Electoral and Boundaries Commission (IEBC) and allow those by-elections to be held. That is how the country will move on. We cannot sit under a tree and imagine that it has the same legal and constitutional effect to try and push us. I assure the country that this is a rule of law. Let the law take its course. I am informed that in Kisii County, the Deputy Governor has been impeached. I want to tell him that all is well."
