    "content": "Thank you, Mr. Speaker, Sir, for this opportunity to contribute to this Motion, which I support. Members of the Senate Business Committee (SBC) have done well and I encourage them to continue doing so. Before I do so, Mr. Speaker, Sir, first, allow me to condole with the family of Kelvin Kiptum. That is a loss to the entire nation and not just the families. I hope that as a country, we will show our appreciation by according the late Kiptum a state send-off. As the SBC convenes, I would like to suggest three things. In line with the mandate of the Senate, the SBC should prioritize Bills aiming to strengthen devolution. We have confusion in areas that have not gelled in the past 13 years of devolution. This House has the primary mandate to ensure that we work on those laws. We need to pass laws, for instance, to strengthen the relationship between governors and their deputies. In addition, we need to have laws that strengthen intergovernmental relations, to ensure better operations between the national and county governments and across county governments. We also need to strengthen regional economic blocs and pass many other laws. This House will be assessed on how well it delivers on its functions according to Article 96 of the Constitution. I urge the SBC to deliberately look at what we have as business and encourage us to do what will better devolution. This House and the National Assembly should reimagine the best way to pass laws without having them stopped in courts."
