    "content": "Thank you, Mr. Speaker, Sir. I rise to support this Motion. Standing Order No. 194 is clear on the responsibilities of the SBC. It is, therefore, true that this Committee is critical in performance of the functions of this House and I thank this Membership. This is because during the Second Session, they did a very commendable job. I believe that as we proceed in this Session, they will continue to do exactly what they did in the previous sessions. I have two issues that I urge the Committee to consider. There has been debate on whether we should have a Committee on Implementation. Mr. Speaker, Sir, you will remember when we served with you in the National Assembly, we had a Committee on Implementation to ensure that the resolutions of the House are implemented by the Government. In this Senate, there has been a discussion on whether we should have one. I, therefore, strongly recommend to the SBC to consider amending our Standing Orders, so that we have a Committee on Implementation."
