    "content": "Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Education regarding last-mile delivery to school premises of textbooks and other tuition materials that are centrally procured by the Ministry of Education under the Free Primary Education and Free Day Secondary School programs. In the Statement, the Committee should - (1) State the amount of money under Free Day Secondary Education and Free Primary Education capitations, which is retained by the Ministry of Education, outlining the votes or items it is retained against and the percentage of the retained funds meant for the purchase and delivery of textbooks and other learning materials to schools. (2) Explain the final point of delivery of centrally procured textbooks and other tuition materials by the Ministry of Education, stating whose responsibility it is to deliver the said materials to the school premises as per the agreement between the Ministry and the publishers and vendors. (3) Outline any plans by the Ministry to ensure the centrally procured materials are delivered to schools and not at the sub-county education offices as is currently the case.
