    "content": "acknowledging that Somaliland is not a barrier. It has already been given an opportunity to deal with Kenya. I appeal to colleagues not to try killing a fly with a sledge hammer. This is a non- issue. Let the PS of Foreign Affairs enjoy his freedom of thought and expression. Some of us have had to pay high prices for freedom of expression. Let us not use Parliament to intimidate civil servants. If we want to deal with issues of Foreign Affairs, there is a substantive Cabinet Secretary whom we can call here instead of focusing on his civil servant whom he can manage by himself. Mr. Speaker, Sir, Somali and Morocco are the countries that the Member from Migori has raised here. They are so important that they are also the giants of soccer in Africa. They have also produced some of the top athletes in this country. For those of us who had an opportunity to go to Morocco, we know that there is so much we can learn, partner and benefit by relating with them. Mr. Speaker, Sir, I congratulate the Senator for Migori County."
