    "content": "justification for what he did. When we have high ranking Government officials resorting to exchange on social media, then there is a problem. The PS would have easily taken his phone and called you instead of going to respond to you on social media. That is unacceptable. We are seeing this trend emerge in this current Government. We have seen the behaviour of the Cabinet Secretary, Moses Kuria and others, on social media. There should be a better way of communicating within Government. So, there is no justification in what the PS did. Mr. Speaker, Sir, Parliament plays a big role in foreign policy implementation. All the treaties that we engage in as a country are ratified by this House. So, when the PS gives an impression that Parliament has no role in engaging on diplomatic mission, that is misconduct. If it was in another country, he would be at home by now. If this thing happened during President Moi’s time, by 1.00 p.m. news, we would have heard that he has been sacked. This crippling indiscipline in Government is something that we need to deal with as a House. There is no justification for what the PS did. Mr. Speaker, Sir, this is the problem of giving responsibility to people who have no experience in the civil service. They will always do things in this manner. Serious Ministries such as the Ministry of Foreign and Diaspora Affairs require serious experienced civil servants who are also diplomats."
