"content": "We hope that overloading will come to an end. So, we want this statement to go beyond the Thika incident. Let them check whether there is any behaviour that is unbecoming. I hope the Committee can go to a station and walk incognito into matatus even before they identify themselves. I am saying this because we should be reaching a level where matatu touts have their names on the uniform, so that we know who they are. In fact, beyond the name, there should be a name and a telephone number. We need to be able to identify them. The reason they behave the way they do is because they think nobody sees them. Thank God for young people who take videos these days. I thank the people who helped this lady. At least people ran after this man and were able to nab him. I thank the person who took the video because it makes all of us Kenyans look like watchmen. We are busy taking videos everywhere because of our security, but that is a very good thing happening amongst our people. However, can we label these people and have them work like waiters? If you go to a hotel in this country because we are a service nation, we do a lot of hotel keeping and it is very nice when you know the name of the waiter and the number of the waiter just like we have each police officer has a number. You can report a policeman if he misbehaves because you know their number. You can just give their number and they will be identified. The problem with our touts is that nobody can identify them. For that reason, they think they can get away with anything until they are nabbed like this one. However, there are so many incidents similar to this taking place all over the country, but nobody can identify them. There is a need for this Committee to go deeper and help us regulate the sector. We call upon the Cabinet Secretary for Roads and Transportation to bring back the Michuki Rules. We want the Minister to improve on those rules and ensure that our travel is smooth. Currently, we are telling ourselves that because of climate change, we all need to reduce travel by private vehicles and we all travel by matatu. We should be able to use any transport, but we must identify who is carrying us. We must identify these touts and the driver. You must know that this is the driver, you know his name and can pick their telephone number in case anything happens to you. Mr. Speaker, I thank Sen. Tabitha Mutinda for bringing up this issue. All of us were terrified when we saw the incident. However, we thank the public who went after this culprit and arrested him. We respect that we have people in this country who still care because it would have been a disaster if nobody cared for that lady at that point. Mr. Speaker, Sir, I support this Statement. I ask the Committee to go beyond the Statement and investigate if our sector is still regulated. Thank you, Mr. Speaker, Sir, for giving me the time."
