    "content": "I am finalizing, Madam Temporary Speaker. Some of the issues emerging are; failure by the fund managers of these funds to submit copies of their quarterly financial reports to the Controller of Budget as required by the law, counties not submitting financial statements of the funds to the Office of the Auditor-General, and counties not limited on the number of funds that they can set up. Some counties have over 10 funds, counties establishing funds but not providing resources. These are some of the challenges we will define in our report. Madam Temporary Speaker, the Committee is expected to have, in the new year, a stakeholders’ engagement with the water sector players in the first week of February 2024, to finalize the report, which we will table in this House. My expectation is that, this report is going to give this House the direction on how to engage on water matters, which is largely devolved. Madam Temporary Speaker, I submit and table the report for the County Public Investments and Special Funds Committee. I thank my Members for the support."
