    "content": "Madam Temporary Speaker, therefore, it goes without saying that I know for a fact that we shall reconvene somewhere along this long recess period; if not for anything, just to consider those Bills, so that we can have funds go to our counties. Lastly, there are interventions that we need to make on the state of the economy. You understand the challenges that we are facing. I would have said many things about the situation as it is, but I think I had alluded to it in some of the comments I made earlier, particularly on the issue of privatization. Madam Temporary Speaker, it goes without debate in this country that President Mwai Kibaki, of all the Presidents that we have had, handled our economy well despite finding it in a very difficult situation, better than at least all the other four Presidents that have served full term. It still remains to be a matter of debate on what will happen because the current President has only served one year. We will judge him after he has concluded his term. Many people that are raising concerns about this privatization exercise are not genuine about it. You will know that that this is actually a brainchild of President of Mwai Kibaki. If you agree with his school of thought and how we need to manage our economy, you cannot hail Mwai Kibaki and not hail the privatization exercise. I know people have concerns about how the exercise is to be conducted. That is why I am calling upon leaders to now take the opportunity that has been provided by the National Treasury, to give their views on the privatization exercise. Instead of when"
