Senators, I hereby report that a Petition has been submitted to the Senate by Mr. Isaiah Oduor Ochanda, who is a former employee of the Department of Defence (DoD), presently known as the Ministry of Defence. As you are aware, Article 119(1) of the Constitution provides that- “Every person has the right to petition Parliament to consider any matter within its authority including enacting, amending or repealing any legislation.” Now, hon.
