The Minister is saying he is not in a position to answer part “b” of this Question because it relates to another Ministry and I am saying that the Minister himself answered this bit. So, that is my point of order. He did answer; he attended to the matter and he is now escaping whereas at that time, he did address the matter. Is he in order to tell the House that he cannot address this matter?"
