    "content": "Thank you, Madam Temporary Speaker. I also rise to support this Motion. As my colleagues have said, in the past, the then President was the one in charge of Parliament and it was a department of the Office of the President. I remember my long-time Member of Parliament (MP), Hon. Francis Mutwol told me that they used to go to Harambee House every Thursday to collect envelopes that contained salaries and allowances for the weekend. Madam Temporary Speaker, Sir, you can imagine that now the Parliamentary Service Commission (PSC) is independent; the legislature is independent. We are able to be paid by Parliament and we plan our own calendar. It is not like those days when Parliament just looked like a department; when, as Sen. Mungatana said, if the President was unhappy with Parliament, he would just dissolve or suspend the sittings until when he felt like reconvening it. Madam Temporary Speaker, I am very happy about yesterday's and today's debate on water because it looks like we are now becoming a bipartisan House.
