"content": "Thank you, Hon. Temporary Speaker. I also wish to add my voice to this sad situation that has been happening in our country. I think it is the first time in the history of our country when people who I really do not understand because it is like a cult of individuals who think they can derive something from cruel deaths of young children and young ladies. I wish to thank Hon. Passaris who also belongs to my Committee for bringing this particular topic, so that the Kenyan people can know the people who understand and support ladies and women of this country. That shows she is a very great lady who thinks widely and who cares about their daughters. I also have daughters and when I see young women being killed, young women being exploited, young women done all manner of things, I feel that something should be done in this country. Like what my colleagues have said, we saw some few years ago cruel deaths of young ladies like Chelele from Bomet, Monica and Sharon, an expectant woman from Migori. There are some deaths which you can imagine how cruel they come. At times, you feel that if you must die, you die in such a way that the time for death is so short. But you can imagine how Sharon must have felt at that moment when somebody was driving a knife into her stomach. The latest case is when somebody dismembered a lady. I do not know. He dismembered that lady when she was still alive. Cutting off a piece of her hand, a piece of her leg and cutting the head. I do not know the kind of punitive measures to be imposed. I must thank the lady judge who gave a ruling that put somebody behind bars. Of course, they say the law is an ass. Why would you even give a murderer a bail or a bond? Those are people who are supposed to stay behind bars for as long as the case is going on until it is determined. But of course, we have a Constitution which gives people the right to bail and the right to come and hang around, kill witnesses and threaten witnesses. But on this case of ladies being killed, I do not know which kind of punitive measures we should have. I think apart from even the Constitution itself, as Members of Parliament, we need to give serious and punitive measures against those killers. When you read the cases of rape and defilement, for those of us who know this law, the case of defilement is weaker than even the case of rape. Yet defilement is against children; young children below 18 years. You wonder why you give somebody who defiles children below 18 years such an understanding.
