"content": "These are the difficult questions that we need to ask, whether they are nice or bad. We will pass this Bill and the village elders will clap for us but is it ever going to see the light of the day? Do we have the means to continue paying for the administration of our people? I am one of those who promised the village elders that we would do something for them. Can we say what exactly it is? Are we going to pay them salary, stipend or, as Hon. Fatuma said, we give them Social Health Insurance Fund (SHIF) cards to pay for their medicines?"
