    "content": "Even with the community health workers, when putting these structures in these councils, how are we going to manage that? As we support this Bill, I think at the time of implementation, we need very clear regulations and structures so that in their work, there is no conflict in what they will be doing. We should look at them in the first instance as a team that will be dealing with dispute resolution in our villages. So, as we support them, let us put these structures in place. Let us look at coordination where they do not clash with the county governments. My colleagues have talked about cost. Cost will always be there. It was said that this is a money Bill, which means that it has passed through the Budget and Appropriations Committee. Therefore, somebody must have done some work and calculated the much it will cost us as a country. I think it is what we need to do that comes first, then cost follows, and we look for money."
