    "content": "Hon. Speaker, there was the issue of land which arose in most of the cases. Most of the land that this money is going to be utilised on is public and county land. We mulled around how the public will benefit from the houses considering that we have a section in the Lands Act that deals with the conversion of land, especially if you want the disposition of land from public to private. We agreed to leave the issue of land to be dealt with by the National Land Commission (NLC)."
