    "content": "You know PAYE and Income Tax are generalised taxes that everyone pays. Excise Duty and Value Added Tax (VAT) are charged only to the consumers of the goods and services. It is like a toll on the road. It is only the user of the expressway that pays the toll. Why is it that you are making every Kenyan pay for houses yet not every Kenyan will be a consumer? There are Kenyans who are already paying mortgages. Civil servants, teachers and public servants are already greatly in debt because they are paying for their mortgages. Then you take away 1.5 per cent of their salaries and tell them that you are going to build houses for other people. I find this very unfair."
