    "content": "Finally, Clause 31(d) talks about application for allocation. It says that the agency will make decisions on any other information that may be determined. In essence, we are inappropriately delegating powers of this House to the Cabinet Secretary. You have given them an open cheque the minute you say that they can make further regulations or decisions later yet you are not asking or compelling that the regulations be within the Bill. Tomorrow, they might decide it is tall people, short people or people of less than so many kilos who get the houses. We must be specific."
