    "content": "Hon. Members, I also wish to remind the House that the consideration of the BPS ought to be preceded by consideration of the MTDMS. Of note, a resolution of the House on the MTDMS sets the appropriate limit on proposed domestic and foreign borrowing for the next financial year. For clarity, Standing Order 232A (4) and (6) provides as follows: “(4) Within ten days following the tabling of the Debt Management Strategy, the Public Debt and Privatization Committee shall table a report in the House for consideration. (6) The House shall consider the report of the Public Debt and Privatization Committee on the Debt Management Strategy before considering the report for the Budget and Appropriations Committee on the Budget Policy Statement.”"
