    "content": "First, the principle of taxation is that the cost of collecting and administering the tax must not be too high to the extent the tax collected is not useful. I do not know the mechanism the KRA will use to collect the Levy or any contribution from mama mboga, boda boda riders, illicit brewers, typical merchants who sell cereals, or peddlers .
