What I am asking is: How will the contributions of people not affected by this Levy be of value to this Bill when we are not addressing people who are pained by paying for this Levy? The Bill is just trying to address the court ruling that the Levy is discriminatory. Clause 4(2)(b) tries to address that issue but there is no clear criterion on how to levy the people who are not salaried or employed.
