    "content": "Thank you, Mr. Speaker, Sir. To enhance farming, we have proposed that the Government should set aside money to ensure that we incorporate water harvesting technologies in our counties. This way, we can store rainwater that can be used in agriculture as it happens in many countries. The issue of impeachment of governors has been of great concern to us all. We have made recommendations that Section 33 of the County Governments Act should go through a review so that we have a comprehensive law that deals with issues of impeachment of governors. Senators, I hope we can learn from the experiences we have seen as the Senate on the many impeachments this House has dealt with before. A matter that is also of significant to this House is a proposal to raise money allocated to counties. Mr. Speaker, Sir, as you know, the current Constitution gives a minimum of 15 per cent but this Committee has recommended that the minimum threshold should be raised upwards to a minimum of 20 per cent."
