    "content": "In total, the proposals that are contained in this Report are very useful to this country. I echo the words of my colleague, Sen. Cheruiyot, that we should have a bipartisan approach. We should not fear the initiative to amend the Constitution. If there is anything that requires us to go to a referendum, let us do so. If these amendments can be dealt with by us, as parliamentarians on the Floor of the House, let us come together and deal with the amendments without creating unnecessary heat in the country. Mr. Speaker, Sir, I urge our colleagues to embrace the spirit that we have shown as a Committee so that we all move together as a country. Thank you. I second."
