County governments licence bars and not illicit brews or chang’aa . This is an issue of enforcement of the law which squarely lies with the Ministry of Interior and National Administration. As you directed, let the Chairperson produce an answer in a week’s time. Let us not use scapegoats. It is an issue of enforcement of the law."
