    "content": " Thank you, Hon. Speaker. If you remember, we rid the Mount Kenya region of alcohol in 2015. Licensing is not the only problem. Factories which produce third generation liquors need to be closed down immediately because that is where the problem is. When we closed wines and spirits shops in Meru County, the owners went to court and got orders to re-open. We need to approach this issue in a two- pronged manner where courts do not interfere with whatever is being done and we stop the factories from operating."
