We had established some displeasure with the appointments made because even though it was meant for programmes in the northern part of this country, the Minister, PS and Assistant Minister need not have come from northern Kenya. They could have come from any part of this country. It does not mean they do not qualify, but to suggest that those are the only ones who are capable of understanding the problems in northern Kenya is a sort of marginalization in itself."
