    "content": "That is why I support this Bill. Like many Senators have debated and indicated before, this fine should be increased to not beyond Kshs5 million. In place of the Kshs2 million, a fine not exceeding Kshs2 million. I believe it should not exceed Kshs5 million so that the penalty is clear. Beyond this penalty, I wish Sen. Osotsi could consider putting in further amendments to ring-fence this oversight function of the Senate. We should have something close to a list of shame of those governors and officers who have been summoned and have consistently refused to appear."
