    "content": "I believe that having some penalties increased from Kshs500,000 to Kshs2 million as proposed by this Bill, is the right way to go. When we say Kshs2 million, it might even be very small as indicated by several colleagues. It is important to realize that it could be small to most CEOs or most governors and CSs who are coming before these committees. It will be more punitive to them. They will understand that something is on their shoulders. They will know that something is coming and they will be responsible for coming on time. When there are excuses that they normally give us, it could be important because they will not be able to pay these penalties."
