    "content": "I support this amendment and request Sen. Osotsi to consider the issue of having a responsible officer who will always be tasked with that responsibility and who can take instruction from Parliament to ensure that this is not just a law in paper but can be enforced to make sure it happens. I happen to serve as a Member of the Committee on Tourism, Trade and Industrialization. I share in the sentiments of my Chair, the Senator for Kajiado County; Sen. Seki, in the frustrations we have gone through in inviting Cabinet Secretaries to appear before the Committee. Even in the Committee of Health that I chair, it took the Cabinet Secretary for Health over two years to appear before the Committee. Look at the health function, which is 90 percent devolved yet the Cabinet Secretary does not have time to come. However, I now thank the Cabinet Secretary for having reformed in making sure that whenever we ask her to appear with her team, they do so. I hope they shall now appear much more with the passage of these amendments. Otherwise, we shall not hesitate as a Committee to---"
