"content": " Thank you, Hon. Temporary Speaker. I want to pick up from where my good friend, Hon. Nabii, has left, on the issue of acting positions. Succeeding governments have kept civil servants in acting positions for too long. A case I can remember very well is that of the Chief Executive Officer (CEO) of the National Government Constituency Development Fund (NG-CDF) Board, Mr. Yusuf Mbuno. He was kept in an acting position for six years or seven years after which they confirmed his appointment. I do not know why somebody should be made to act for so long like that and yet, they are qualified for the position and have the relevant competencies. I do not know what mischief this amendment is trying to cure because people have been in acting positions for too long. If it is trying to create more vacancies for young people, I think we can do better than that. There are many ways of creating jobs for the young people. We must increase opportunities in the public service because the ratio of people who are retiring"
