I will talk about the extended period of time in the acting capacity for employees. The Committee did justice to this Bill by stating that the acting capacity period should be reduced to 12 months. However, it is still quite a long period. This is because the employer knew that the person - for example the Head of Department - would retire at a particular time. Therefore, employees should not serve in an acting capacity for too long."
