    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.53(1), to seek a Statement from the Standing Committee on Justice, Legal Affairs and Human Rights regarding the predicament of Master Austin Karanja, a minor with hearing impairment, who was mauled by school dogs on 28th October, 2023 at the Isinya School for the Deaf while heading for his morning preps, and was subsequently forced to sit his Kenya Certificate of Primary Education (KCPE) in heavy bandages. In the Statement, the Committee should- (1) Explain why neither the school nor the security guards in charge of the dogs have been held accountable to date following the attack on Master Karanja; (2) State the reasons for the school’s subsequent refusal to hand over to the mother, Ms Lenah Nyaboke, the clothes Master Karanja was wearing during the attack to enable further investigations; and, (3) Establish the complicity of security agencies within the Isinya area in covering up the dog attack on the minor and further establish the safety and security of the remaining pupils within the institution.
