    "content": "Mr. Speaker, Sir, he is misleading the House because he is saying that this Report is just a beginning, and that based on this Report, other things, including gender, will be considered. The Report is very clear on the matters of gender. The specific recommendations the report has said, is that the issue of the two-thirds gender rule is kicked out and given to a separate multi-sectoral committee that is supposed to come with a separate report, which will be adopted, moved, supported or kicked out as a separate issue. That is what needs to remain clear as we are talking on the matter of gender."
