"content": "Mr. Temporary Deputy Speaker, Sir, we have learnt through the phase and we are going to, therefore, seal the loopholes that we have identified. We are carrying out a very extensive evaluation of the project and, so far, we have found out the areas where it has worked out smoothly and why it did so. We have also identified loopholes and weaknesses. For example, we found that in some areas, the recruitment was being done by the Provincial Administration â the chiefs and sub-chiefs. Where that was the case, there were complaints that there was favouritism. The chiefs were recruiting their relatives."
