    "content": "(3) The Cabinet Secretary shall submit the annual investment programme to the National Assembly for approval before disbursing funds out of the Fund. The justification for this is that there should be a prescribed formula of sub-dividing this money according to the agencies which are supposed to implement this Fund. Thank you."
