Temporary Chairlady, I beg to move: THAT, Clause 12 of the Bill be amended – (a) in sub-clause (3)(e) by inserting the words “through a competitive process” immediately after the word “appointed”; (b) by inserting the following new sub-clause immediately after subclause 4- “(4A) In appointing the members of the Board, the Cabinet Secretary shall- (a) ensure that not more than two-thirds of the members are of the same gender; (b) take into account regional balance; (c) consider special and marginalised groups including youth, women and persons with disability.” The import of this amendment is that it clarifies the recruitment of members of the Board so that it is through a competitive process. It also actualises the Constitution which has provisions for gender and regional balance."
