    "content": " I beg to move that the New Clause 40A be now read a Second Time. This amendment seeks to provide for the commensurate penalty for the misappropriation of funds and assets for the Fund. Therefore, this Bill provides for a penalty that does not consider the amount misappropriated. This clause is supposed to make it very punitive for anybody who attempts to misappropriate funds."
