The contractor is on site. We are punishing Kenyans. There was a contractor who stripped naked last year in one of the Government offices in Kisumu. Within three months, he was dead. He was either buried in Ugenya or Bondo. His daughter is married in my constituency. This is the amount of stress that those people go through. In some cases, a training institution takes foodstuffs from mama mboga, hustlers and other small business people. Since 2019 and 2021, a bill of Ksh20,000, Ksh30,000 or Ksh300,000 has not been paid and there are no plans to pay at all. It becomes a pending bill which is supposed to be the first charge.
