    "content": "In this Report, the Committee makes policy recommendations and, at the same time, recommends specific actions against specific officers. It recommends further investigations of certain matters by competent investigative agencies such as EACC and DCI. Reference to the PFM Act, the Constitution and the Public Audit Act in respect of those 23 parastatals is because all of them did not comply. Even though they were created and are in existence, they did not file financial reports to the Auditor-General. They were never audited. They received resources from the Exchequer, but the resources were never utilised by themselves. That is the reason why I am highlighting the clauses in earnest so that Members can be alive to that fact."
