    "content": "The first Report of the Public Investments Committee on Social Services, Administration and Agriculture contains examination of 23 non-compliant State corporations. In its examination and scrutiny of evidence adduced by the accounting officers of the various State corporations, the primary approach of the Committee was to understand the background information as to why particular course of financial or management actions were or were not taken. This was done under relevant laws, including the Constitution, the PFM Act, the Regulations, the Public Audit Act, 2015, the State Corporations Act, 1986 and the Public Procurement and Asset Disposal Act, 2015."
