"content": " Thank you, Mr. Deputy Speaker, Sir. Allow me, with tremendous respect, to appreciate the Senate of the Republic of Kenya for according me the opportunity to appear before it to answer a question by Prof. Ojienda regarding issues that touch on cane. I beg to reply as follows – (a) Mr. Deputy Speaker, Sir, I am not aware of the existence of syndicates engaged in theft of cane at weighbridges and buying centers. However, if issues of theft have been detected, it is prudent to report to the relevant authorities for necessary actions to be taken. I am in the process of making regulations to provide for the management of weighbridges, to ensure fairness in the sugarcane wing. (b) I have directed the Agriculture and Food Authority (AFA) and specifically the Sugar Directorate, to investigate the allegation of cane theft and make recommendations for implementation if malpractices have been detected. At the same time, ask farmers whose cane has been stolen because theft is criminal, to report to the various law enforcement agencies. Those people will be dealt with properly within the criminal justice system for the concerned parties to get justice."
