Could the Cabinet Secretary tell this House what the Ministry is doing now that although agriculture is devolved, still the Ministry gets the lion’s share of the budget? What are they doing to assist reduce the cost of inputs for sugarcane farming? There are new taxes. I am sure when taxes are introduced, it is the Cabinet Secretary who proposes them to the Ministry of Finance and National Treasury. There are taxes on transportation of sugarcane, fertilizer and harvesting. When the sugar is sold, there is also Value Added Tax (VAT). I would like the Cabinet Secretary to expound a little bit on those regulations. We will appreciate if the regulations deal with that."
