    "content": "The other issue is how to manage inter-district water projects. I have a water project in my constituency which I share with Siaya District. It is called Malanga-Sidindi Project. You will find that the Siaya side gets most of the money because that project was initiated by Siaya District. But because it is inter-province, my own district gets about Kshs2 million every year. That particular project has been dormant since the 1980s. But they keep on providing about Kshs2 million every year and that money does nothing!"
