    "content": "(2) Establish a National Taskforce on cattle rustling banditry to- (i) Investigate the causes of the rampant cattle rustling and banditry in the said region and the Country at large; (ii) Establishes the extent of suffering, loss and damage the cattle rustling and banditry has occasioned to the communities in all the affected counties; (3) Create a special fund for mitigating the losses suffered by and in compensating all victims of cattle rustling, banditry and settle all Internally Displaced Persons (IDPs) occasioned by the menace. Mr. Temporary Speaker, Sir, as I move this Motion, it is sad that in the last one month, we have lost 14 people in my county as a result of cattle rustling and banditry. We have buried seven people, we still have four in the mortuaries and we are going to bury one tomorrow. We also have several other people in hospitals with gunshot wounds, maimed and injured. It is a sad story for my county. The other day, a Member of County Assembly (MCA) from the County of Samburu was again killed through the same cattle rustling and banditry. Therefore, I am moving a Motion at a time when in more than eight counties, there is mayhem, killing, displacement of population, suffering of women, children, families and IDPs.
