    "content": "There is also the lack of accountability of public funds and failure to prepare and submit financial statements to the Auditor- General for audit. There is a blatant refusal, either by ignorance or choice. The public officers holding those offices have not surrendered their financial statements before the auditing office to be examined according to the law of the land and according to the Public Finance Management (PFM) Act 2012. Therefore, we could not find audited financial records from those agencies for many years that they have been in operation which, of course, is against the PFM Act 2012."
