    "content": "I request the principal secretaries, who are the accounting officers, to ensure that when they second an officer to a certain board, they remain there for at least six months so that by the time they leave, they are held accountable and responsible for any queries that may arise. Other issues we must look into are the reporting systems and gaps in our governance structure. We also need to look into Article 223 of the Constitution, which everyone out there complains is being misused. As Parliament, we should request the Executive if they wish to use Article 223 of the Constitution to first bring proposals for our approval.
