    "content": "Mr. Temporary Deputy Speaker, Sir, I also want to talk about water boards. Mine is the Athi Water Service Board. I only have one complaint. I would like the Minister to hear this. My complaint with respect to this Athi Water Service Board is the place where the headquarters has been placed. The headquarters is at Kitui. This water service board is supposed to serve us all the way from Loitoktok. I think, in all fairness, the headquarters of Athi Water Service Board should actually be at Machakos and not in Kitui in order to serve all people equally."
