    "content": "Hon. Speaker, we were allocated Ksh1 billion by Parliament. It was passed as in the Budget. I wish the Chairman of the Budget and Appropriations Committee is here to make it Ksh3.1 billion. We previously had Ksh2.1 billion for the National Government Affirmative Action Fund (NGAAF) project money. We were granted Kshs1 billion more by His Excellency President William Ruto. It was brought to the Budget and Appropriations Committee and it was passed. Where did the Ksh130 million go to? That was my question."
