    "content": " Hon. Speaker, there is a serious miscommunication. The monies in question were with the Ministry of Education. The President enhanced this budget from Ksh470 million to Ksh876 million. We did not have this money completely and there is no legal framework to transfer it from the Ministry of Education to the State Department for Gender and then to the Women Representatives. There is no legal backing. That is why the State Department for Gender did the procurement. The President guided that the County Women Representatives should have a conversation with the National Treasury in order to amend the relevant laws so that they can access those monies."
